The European Commission has published the final Terms and Conditions for EUR 1.2 billion hydrogen auction
The European Commission has published the final Terms and Conditions for its second EUR 1.2 billion renewable hydrogen auction, the IF24 Auction, as part of the European Hydrogen Bank, which provides financial support to Renewable Fuel of Non-Biological Origin producers.
Based on the large oversubscription of the 2023 pilot auction, the European Commission will open in 2024 a second auction to support RFNBO hydrogen producers located in the EEA with a budget of EUR 1.2 billion. IF support will again take the form of a fixed premium payment upon verified and certified production for a maximum period of 10 years.
This support is still needed for the sector, as most projects would not be carried out without the proposed support from the Innovation Fund, given the gap between their costs of producing RFNBO hydrogen and the market price. The support will be allocated through an open competitive bidding procedure that will ensure a proportionate remuneration of the projects funding gap.4 The ranking of proposals will directly reflect the environmental benefits the scheme aims to achieve, as displacing fossil fuels and products made using fossil-based hydrogen with the use of the RFNBO hydrogen produced under the instrument will directly reduce GHG emissions.
This document presents the Final Terms and Conditions on which the design of the second Innovation Fund Auction for RFNBO Hydrogen (IF24 Auction) will be based3. It is intended to help potential applicants preparing their submission already before the publication of the call for proposals by the end of 2024. This document takes into account feedback received through written public consultation and a stakeholder event held in June 2024.
To ease orientation, the design elements are presented in five categories:
1. general auction design elements (2.1)
2. qualification requirements (2.2 together with section III on mandatory documents)
3. auction procedure (2.3)
4. rights and obligations (2.4)
5. auction framework conditions (2.5)
6. rules on combination of public support (Section IV)

MAN’s hydrogen combustion truck to be delivered to customers first time in 2025
MAN is the first manufacturer to launch trucks with hydrogen combustion engines, the company stated.
In parallel to the ramp-up of electromobility, MAN is working on hydrogen technology as a complementary zero-emission solution for special applications such as heavy transport or for areas where charging infrastructure is difficult to realise. At the IAA, MAN presented the prototype of a hydrogen combustion truck, which will be delivered to customers in Germany, the Netherlands, Norway, Iceland and selected non-European countries for the first time as the MAN hTGX in a small series of initially 200 vehicles from 2025.
The hydrogen combustion engine H45 is based on the proven D38 diesel engine and is produced at the engine and battery plant in Nuremberg. The use of familiar technology enables us to enter the market at an early stage and thus provides a decisive impetus for the ramp-up of the hydrogen infrastructure. With the hTGX, we have now added an attractive product to our zero-emission portfolio,” says Friedrich Baumann, Executive Board Member of MAN Truck & Bus and responsible for Sales & Customer Solution.
The hydrogen drive is particularly suitable for special transport tasks that require a special axle configuration or where there is no space for the battery on the frame due to the need for truck body work. The MAN hTGX offers high payloads and maximum ranges of up to 600 kilometres in its initially offered 6×2 and 6×4 axle variants. The H45 hydrogen combustion engine used has an output of 383 kW or 520 hp and a torque of 2500 Nm at 900-1300 rpm. The direct injection of hydrogen into the engine ensures particularly fast power delivery. With hydrogen compressed to 700 bar (CG H2) and a tank capacity of 56 kg, the vehicle can be refuelled in less than 15 minutes. With less than 1g CO2/tkm, the MAN hTGX will fulfil the criteria as a “zero-emission vehicle” under the new planned EU CO2 legislation.
Dr Frederik Zohm, Executive Board Member for Research & Development, adds: “The new CO2 regulations at EU level will classify trucks with hydrogen combustion engines as zero-emission vehicles. This means that such vehicles fully contribute to our CO2 fleet targets, which also opens the door for this small series that complements battery electric vehicles. At the same time, depending on the country, our customers benefit from corresponding toll reductions, for example. At MAN’s Nuremberg site, we have the most innovative engine technology and decades of experience in the use of hydrogen as a fuel. We are utilising this and presenting a real MAN with the MAN hTGX. The new hydrogen combustion truck is based on the tried-and-tested TG vehicle series and impresses with the highest quality and uncomplicated maintenance. We will continue to research fuel cell technology based on battery technology and hydrogen. H2 fuel technology is also in preparation at MAN. However, it will be several years before the technology is really ready for the market and competitive.”

Verne unveils world-first cryo-compressed hydrogen heavy-duty truck
Verne and its industry partners announced the completion of the first heavy-duty Class 8 truck powered by cryo-compressed hydrogen (CcH2). Verne’s CcH2 fuel storage system maximizes hydrogen storage density, increasing vehicle range while decreasing vehicle weight and storage system cost. Verne showcased the truck at the Alberta Motor Transport Association Innovation Expo in Edmonton, where fleets had the chance to inspect the completed truck. Verne will soon begin drive testing of the truck in advance of multiple commercial pilots.
Verne’s cryo-compressed hydrogen technology involves cooling and compressing hydrogen to achieve the maximum hydrogen density of 73 g/L, a 33% improvement over liquid hydrogen and an 87% improvement over traditional 700 bar compressed gas hydrogen. Heavy-duty transportation is responsible for 12% of global CO2 emissions, and current zero emission options fail to meet the range and payload requirements of heavy-duty truck fleets. By increasing hydrogen density, CcH2 is the first zero-emission fuel to enable heavy-duty vehicles to meet diesel-parity range and payload.
The first-of-kind cryo-compressed hydrogen truck uses Diesel Tech Industries’ Guardian Hydrogen Diesel System, which is a retrofit of a traditional diesel engine to enable the vehicle to run on a blend of diesel and hydrogen. DTI’s Guardian Hydrogen Diesel System can serve as an important bridge technology for the trucking industry, as it allows fleets to trial hydrogen fueling and driving without requiring investment in a new fleet of trucks.
Verne and DTI will demonstrate the range and payload improvements of high-density CcH2 fuel with the Guardian Hydrogen Diesel System. Verne will conduct demonstrations and commercial pilots with leading vehicle manufacturers and fleets in Canada and the United States using dual-fuel engines, hydrogen combustion engines and hydrogen fuel cells, as it believes that all three technologies will play an important role in decarbonizing the heavy-duty transportation sector.

Aquaterra Energy launches legacy well re-entry and re-abandonment services to enable offshore CCS and hydrogen storage projects
Newly released Recoverable Abandonment Frame technology could reduce abandonment costs by £20million per well and cut project timelines by 50%
Aquaterra Energy, a leader in offshore engineering solutions, announced the launch of its legacy well re-entry and re-abandonment services along with its new patent-pending Recoverable Abandonment Frame (RAF). The combined solution will address challenges in locating, re-entering and re-abandoning legacy wells that penetrate, or pass through, offshore oil and gas reservoirs or saline aquifers that have been earmarked to be repurposed for carbon dioxide (CO2) or hydrogen storage.
The significant economic and technical challenges of re-abandoning problematic legacy wells that pose a leak risk beneath the seabed could derail many carbon capture and storage (CCS) and hydrogen storage projects, that intend to use previously penetrated oil and gas or saline aquifer formations. Technical challenges such as traditional relief well drilling could be infeasible in shallow intersects or where azimuth and depth are unknown. Excavation methods require enormous amounts of material to be removed and may also fail to isolate re-abandonment loading from the compromised legacy well, meaning both methods may fall short in addressing technical, environmental, safety, and regulatory issues effectively.

AFC Energy launches Hyamtec Limited to unlock the global hydrogen value chain
Hyamtec, the UK’s newest hydrogen company, has been launched by AFC Energy plc to deliver next generation modular ammonia cracking technology.
Hyamtec can make on-site, on-demand hydrogen at just 10% of the cost of truck delivered hydrogen and will prioritise natural gas displacement in the hard to abate heavy industrial sectors which account for 50% of global carbon emissions.
Hyamtec will target areas which represent a £40 billion market in the UK alone:
- Hydrogen rich combustible fuel gas for the decarbonisation of industrial heat generation;
- Ammonia conversion of large combustion engines for power generation, marine and mining; and
- Modular purified hydrogen production for fuel cells and transportation.
Hydrogen is the solution for decarbonisation of heavy industry and green hydrogen plants will dominate new capacity and by 2030, up to 20% of hydrogen produced globally will be green. This production will be located where the renewable energy required is abundant plentiful and cheap; however, hydrogen is difficult to store and transport, and it will take decades to install hydrogen pipelines. To transport the hydrogen to where it will be used, typically thousands of miles away, will require it to be moved as ammonia and then converted back to hydrogen.
Hyamtec’s technology can achieve this on-site at the lowest cost and highest efficiency to provide a solution to unlock industrial decarbonisation at scale. Hyamtec crackers have proven their ability to integrate with ammonia combustion engines (as a pilot fuel) and to deliver ISO Grade hydrogen for use in fuel cell applications.

Equatic Unveils Oxygen-Selective Anodes, Unlocking Scalable Hydrogen Production
Carbon removal company, Equatic, announced the U.S. manufacturing of oxygen-selective anodes (OSAs), a climate breakthrough that unlocks scalable hydrogen production using seawater electrolysis. Equatic co-founder and lead scientist, Dr. Xin Chen, developed OSAs at UCLA with funding support from the U.S. Department of Energy’s Advanced Research Projects Agency-Energy (ARPA-E). The first manufacturing facility for new and refurbished anodes will be in San Diego, Calif.
“Traditional electrolysis has only been possible with pure water, an increasingly scarce global resource. Equatic’s OSAs eliminate the process’s dependence on pure water and it taps into the world’s most abundant water resource instead: the ocean,” said Dr. Doug Wicks, a program director at ARPA-E, a U.S. Department of Energy agency that funds early stage, potentially game-changing energy technologies. “Just as important, this U.S. discovery will be manufactured by a team of highly-skilled technicians in San Diego, fueling our domestic clean economy and creating ripple effects that will be felt worldwide.”
Equatic’s process combines electrolysis with direct air capture to provide two valuable products, creating a dual-revenue stream. Its clean hydrogen production will help subsidize the cost of carbon removal, quickly bringing it down to less than $100 per tonne before 2030.
The OSAs will be manufactured at a San Diego electroplating facility. Already staffed with a highly-specialized team fluent in producing coatings for critical components used by the electronic and medical device industries, the facility will produce 4,000 pieces annually and is expected to run at full capacity by the end of 2024. As manufacturing scales up, the facility will expand and create training and job opportunities throughout Southern California.

Toyota explain its hydrogen related activities at IAA Transportation
Shinichi Yasui, executive vice president of TME R&D and chief project leader of Hydrogen Factory explained hydrogen related activities in Toyota, the company reported:
“Indeed, we strongly believe that hydrogen fuel cell technology is a great fit for LCVs and we recently demonstrated it in the Hilux at the Olympic Games.
In fact, in Paris we showed how hydrogen can be used for many applications – all of which can support a local hydrogen cluster – which in turn creates demand and reduces costs. This kind of cluster combines fuel cell use in cars, taxis, buses, trucks and even boats operating on the river.
This supports our image that carbon is our enemy, and we should use all technologies and a wide range of applications to fight it by multi-pathway approach.
Our goal is to reduce carbon emissions as much as possible, as soon as possible, everywhere in the world! And not just for light duty vehicles.
We believe fuel cell technology is a very good fit for medium and heavy duty transportation solutions. Let me explain briefly.
The wider use of hydrogen as an energy carrier is coming quickly.
Recently the EU president re-confirmed that hydrogen for carbon reduction is critical for Europe to achieve its climate goals. To support this ambition, the EU and its member states have a wide-reaching framework in place.
The Renewable Energy Directive mandates that 42% of industry hydrogen must come from renewables by 2030… and 60% by 2035.

IDTechEx Research: Los Angeles, Las Vegas and London should invest in LH2
Hydrogen is a promising option for the future of aviation – a new report from market intelligence firm IDTechEx finds that the hydrogen airplane market will be worth US$28.4 billion in 2045. However, there is still a long way to go before hydrogen commercial flights take off. Along with aircraft development, infrastructure investment will need to be made at airports to handle liquid hydrogen. As such, it will take some key airports investing in the hydrogen infrastructure to kick-start the hydrogen-air travel market.
In 2023, airplanes from Los Angeles (LAX) to Las Vegas (LAS) transported nearly 3.5 million passengers, making it one of the busiest routes in the US. Additionally, it is only 380km, making it easy to complete with hydrogen power. These airports are some of the key hubs in the US, along with Atlanta, Denver, Dallas Fort Worth, and Chicago O’Hare. Adding just a few more of the most popular airports in the US to this list and creating a network of 21 airports would cover nearly 25% of the US’s domestic air travel demand.
New York (JFK) to London (LHR) is one of the busiest routes in the world, with approximately 3.8 million passengers flying this route in 2023. At 5,500km it is perhaps outside the realms of possibility for hydrogen power. However, LHR would be one of the starting points for creating a hydrogen-powered network in Europe, along with other important hubs like Schiphol and Frankfurt.
Hydrogen-powered flight will not be easy. There are still many technical challenges around certification, hydrogen fuel cells, longevity, making motors powerful enough for airplanes, hydrogen storage, and more. However, getting the right airports to invest in LH2 refueling technologies will be key in getting the upcoming industry off the ground.
